The Union occupation of the Outer Banks led to Union victories in ElizabethCity, New Bernand MoreheadCity. In order to access these coastal towns’, mariners were met by shifting inlets, silt laden deltas, marshes, and swamps. The Unioncould not bring soldiers ashore and successfully attack without the regional workboats common to the outer and inner banks. Regional boats, captained by local pilots and watermen, were the bridges to how these stories unfold.
